From public to private: magnitude and channels of R&D spillovers

Abstract: Introducing a new measure of scientific proximity between private firms and public research groups and exploiting a multi-billion euro financing program of public research clusters in France, we provide causal evidence of spillovers from public research to private firms. A doubling of exposure increases employment in R&D in the private sector by 1%. Using administrative data on employment as well as data on co-supervision of PhDs, we show that these spillovers are driven both by contracting between the private and public sectors and labor mobility from one to the other. We discuss policy implications and in particular compare public research funding as a tool to spur private R&D with the more traditional tax credit program.
